The countdown began through the North Atlantic Treaty Organisation (NATO) Summit held in Bucharest on 2-4 April 2008. Friday, 21 September 2007, the Memo of Understanding on the Summit organisation was signed by the secretary of the North Atlantic Council, Berndt A. Goetze, and the sub-secretary of state Victor Micula, the coordinator of the department in the Ministry of Foreign Affairs charged with the event organisation.
According to Victor Micula, the signed document is a technical rather than legal one and is the basis for the budgeting of the NATO Summit to be held at the Palace of the Parliament. The Bucharest Summit will be the biggest in NATO’s history, since all the 23 countries forming the Partnership for Peace will participate in it together with the 26 member states of the Alliance.
The first impression of NATO representatives after a week spent in Bucharest was clear: the Palace of the Parliament is grandiose! 3.000 high delegates and around 3.500 journalists are expected here next year.
