Two other Balkan states, Bosnia-Herzegovina and Montenegro are about to start the phase of "intense dialogue" with NATO, the General Secretary of NATO Jaap de Hoop Scheffer announced after the work completion of the North-Atlantic Council in Bucharest. At the same time, the Alliance is thinking of cooperating with Serbia, too", Scheffer added.
